Job Description

Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 2, 2023. At that time, the starting rate (Step 1) for this job opening will be $34.27 per hour.

The Watershed Management Division in the Vermont Department of Environmental conservation is seeking an experienced candidate to lead and promote cross-divisional work in the areas of water quality standards development and implementation, integrated assessment and water quality management planning, and compliance and enforcement for the division's regulatory programs. The ideal candidate will have knowledge and experience in federal Clean Water Act and state water quality permitting, regulatory compliance and enforcement, environmental program management, and supervision. Work is accomplished primarily in a standard office setting but can require travel to various meetings or site visits, for which access to reliable transportation for in-state travel may occasionally be necessary. This work is performed under the general supervision of the Division Deputy Director.

Duties are performed primarily in a standard office setting, but with frequent travel to project sites, day or evening meetings, for which private means of transportation may occasionally be necessary, and field inspection and investigations in such locations as along river corridors and development sites. Public speaking and attendance at meetings and hearings is necessary. An incumbent must be able to represent the agency at stressful public meetings where strongly divergent opinions may be expressed.

Minimum Qualifications

Bachelor's degree in engineering, a physical or biological science or other field closely related to environmental conservation AND four (4) years or more at a professional level in an environmental management or regulatory program INCLUDING two (2) years or more in a supervisory or administrative capacity.

OR

Master's degree or higher in hydrogeology, chemistry, soil science, engineering, environmental studies, law, or public administration AND two (2) years or more at a professional level in an environmental management or regulatory program in a supervisory or administrative capacity.
